KUCHING: Sarawak has the right to seek independence from the federation of Malaysia, claims Parti Bumi Kenyalang (PBK) president Voon Lee Shan.

Voon, a former DAP man, was responding to Parti Sarawak Bersatu president Wong Soon Koh, who reportedly urged Sarawakians not to be “fooled” by talk of independence on the election campaign trail.

At a press conference today, Voon said it was not seditious to seek the state’s independence, adding that the Federal Constitution did not prohibit it.

“If Sarawak wants to exit Malaysia, it could emulate Singapore. Singapore helped form Malaysia in 1963, but exited Malaysia after negotiations to patch up the sour relationship Singapore had with Malaya failed.

“If it could be treason to seek independence by peaceful means, then Lee Kuan Yew could have been arrested and charged with treason under Section 121 of the Penal Code,” he said.

Voon claimed that most Sarawakians wanted independence for the state, based on “assessments” conducted by his party.

“It is for this reason that PBK will seek independence for Sarawak if the party captures the state government in the 12th Sarawak elections,” he said.

KUCHING: Parti Bumi Kenyalang (PBK) president Voon Lee Shan claims that the party’s push for Sarawak’s independence from Malaysia is starting to gather traction in rural areas, where people’s awareness of their rights used to be low.

Voon said the message of independence had previously failed to reach the ground in rural areas, where internet coverage was poor.

“Even newspapers could not reach them,” he told FMT. “I think that’s why people were not really aware of the matter of Sarawak’s independence.

“But our election candidates have been going deep into the interiors and villages to tell the people of PBK’s plans to lead Sarawak to independence. They now realise that we have a right to independence.

“The idea has caught fire. They had never heard of such a thing before but their eyes are now opened.”

Voon, who was elected the Batu Lintang assemblyman in 2006, said rural folk would be particularly incensed by “Malaya’s” control of Sarawak’s oil and gas resources.

He criticised the recent constitutional amendment giving Sabah and Sarawak equal status with Peninsular Malaysia as insufficient, saying Sarawak should be given a bigger share of seats in the Dewan Rakyat.

Currently, Sarawak has 31 of the 222 Dewan Rakyat seats.

Voon said it was better for Sarawak to chart its own path by going independent, adding that there was no need for a referendum to be held if PBK were to form the state government.

“That would mean people are supporting us to be in the government and to give us power. With that power, we will negotiate for independence with the federal government.”

He also said a loss for PBK would not spell its end, noting that the fight for Sarawak’s independence had been going on since the 1960s.

Voon, a former policeman turned lawyer, said PBK’s pursuit of independence for Sarawak must be through legal and peaceful means, like Mahatma Gandhi’s fight for India’s independence.

“I wish for Sarawak to be independent in my lifetime,” he said. “That’s my dream. If we form the government, it will not be a long process. A nation can be born in a few days.”

But the truth about the confrontation is because Indonesia wanted a Borneo referendum before the formation of Malaysia, it's not because they want to invade the Borneon States."

"The press report is interesting in that despite Gen. Suharto's extreme right wing tendencies, he still upheld the anti-colonial policy of the previous Sukarno gov't in opposing Malaysia had rejected the Cobbold Commission Report as unreliable on the ground that did not have legal basis. 

The legal basis was the compliance with UNGAR 1541 Principle 9 requirement to allow the exercise of self-determination by the people in a referendum on the Malaysia Question that is, the people's consent must be freely given.

The Manila Accord (made by Malaya with Indonesia and the Philippines) was to correct this by making Malaysia formation subject to the pre-condition that the people’s wishes (consent) must be assessed by way of a referendum in compliance with the UNGAR 1541 Principle 9 requirement. But this was not properly done.

However, the British & Malayan governments diverted this to a UN “assessment”. As the proponents of Malaysia, they were keen to avoid not only a referendum but also to avoid the scrutiny of the UN Decolonization Committee which would have insisted that UNGAR 1541 be complied with. This was seen how the UN officials had colluded to right the assessment results n favour of the British Malayan plan.

The British Gov't had superficially claimed that the transfer of SS to Malaya was part of its "decolonization" under UNGAR 1541 for the colonies to federate with an independent state.

A properly UN-supervised referendum should have allowed the people 2 options:

(a) choose to "federate with Malaya & Singapore or

(b) choose independence

After General Suharto gained power in the bloody Sept coup, Konfrontasi ceased with the 1966 Peace Treaty. The main term of the treaty with Malaysia was that the M'sian Gov't agreed to conduct a vote to confirm the people's decision on the federation. This was never done as with most other promises on Malaysia rights."

KUCHING: Parti Bumi Kenyalang (PBK) president Voon Lee Shan has claimed he was “arrested” by the Malaysian Anti-Corruption Commission (MACC) this morning in two videos posted on his Facebook account.

In the first video, Voon claimed that he was stopped by the enforcement officers while he was driving, with his keys taken away and at least four personnel surrounding his car.

“I think I’m in danger. My life is under threat. I don’t know whether these people are robbers or what.

“They didn’t show any identification. I was shocked, I don’t feel safe now,” he said in the first video posted around 8am.

“They should have called me on my phone instead of stopping my car like that. It’s not very proper,” he added.

In the next video, one of the officers could be heard informing Voon that they were just carrying out their duty to serve him a notice to be present for questioning by the MACC.

“So we’re serving you this notice. You need to come with us to the MACC office,” said the officer, urging Voon to cooperate.

Voon said he would have readily cooperated with the MACC had they rung him up to go and give his statement instead of suddenly stopping him on the road.

In a press conference outside the MACC office, PBK’s Batu Kawah candidate Chai Kueh Khun claimed that Voon’s sudden questioning by the MACC was an act of intimidation to hinder the work of the party.

He said the PBK president was asked to give evidence on a particular case although the MACC did not provide more details.

“Today, you have seen how they treat PBK. It’s to intimidate us.

“We’ve done nothing wrong. Everything we do is done according to the law and for the people of Sarawak.”

FMT has reached out to the MACC for comment.

KOTA KINABALU: Sabah police chief Idris Abdullah has rubbished a news report claiming that an armed militia from the Philippines was hatching plans to invade the state.

He said security forces were trying to verify the claim.

“So far, we don’t have any information on that (secret meetings to send armed groups to Sabah),” he told FMT.

“Maybe you can ask (the news publication) where they got the information from. I also want to know … but it’s not true.

“These kinds of rumours are not good as they can cause panic among the people.”

He said it came at a time when the state was trying to open up its economic and tourism sectors after they were badly affected by the pandemic.

Idris said the Philippines would soon hold its presidential election and all sorts of “untrue” stories were bound to surface during this period.

“From a safety standpoint, although this information looks invalid, we are not taking anything for granted,” he said.

The South China Morning Post, quoting a senior regional security source reported earlier today that there was a secret meeting between 19 mayors of the Sulu archipelago to discuss plans to invade Sabah.

This meeting, said to have taken place on Dec 1 and conducted by “a locally elected official of Sulu province”, supposedly involved talks over recruiting up to 600 men in order to establish a “Royal Sulu Army”.

Moyog assemblyman Darell Leiking, who is also the Warisan deputy president, brought up the news report in the state assembly sitting today.

He asked chief minister Hajiji Noor if the state government was investigating the matter.

Hajiji said he had yet to receive any information on the matter.

In 2013, more than 200 armed militants from Sulu set out from Jolo in the southern Philippines and landed on Sabah’s east coast Lahad Datu district to reclaim the land which they claimed still belonged to the Sulu.

The conflict lasted two months and there were casualties on both sides.

The Filipino claim to Sabah has been a long-standing issue and scores of state politicians have often urged Putrajaya to intervene and get Manila to drop its claim once and for all.

Former deputy home minister Azis Jamman had highlighted the issue when debating on the 12th Malaysia Plan in Parliament in October,

The Sepanggar MP said the federal government should push the Philippines to drop its claim over Sabah.

He said it was disappointing that the dispute remained unresolved 58 years after the formation of Malaysia.

PETALING JAYA: Manila has denied a report of an alleged plan to invade Sabah by militia from the southern Philippines, with its defence secretary Delfin Lorenzana labelling it as “fake news”.

Meanwhile, Jerrica Angela Manongdo, a spokesperson for the Philippine military in Sulu,  said the media report had “no basis”, Arab News reported.

Manongdo also said while local officials in Sulu had indeed held a meeting earlier this month, it revolved around strengthening the archipelago’s maritime borders and disaster response.

“Local chief executives are in charge of recruitment of fishermen or seafarer volunteers to conduct maritime patrols in collaboration with the military in Sulu to help improve border control against terrorists and any other lawless elements,” she was quoted by the Riyadh-based daily as saying.

Manongdo went on to say that they didn’t know the motive behind such reports.

Nama 'Sabah' digunakan secara rasmi pada 16 September 1963 sehingga sekarang. Sepanjang bersama-sama dengan 'malaya', kita telah mengalami penindasan dalam aspek sosial, ekonomi dan politik. Nama ini sungguh bersejarah untuk dilupakan kerana ia sudah terpalit, sebati dengan segala pahit, duka dan lara.

Nama 'Borneo' telah digunakan sejak abad ke-15 dan penggunaan nama 'North Borneo' digunakan secara rasmi sewaktu dibawah pentadbiran  British North Borneo Chartered Company pada abad ke-18.

Penggunaan cadangan nama untuk Negara Republik yang bakal muncul dalam tempoh 10 tahun ini iaitu 'Republic of Sabah North Borneo' adalah untuk mengingatkan Bangsa kita, Bangsa Negara Sabah tentang sejarah perkembangan peradaban dan ketamadunan bangsa kita. 

Generasi yang mengabaikan masa lalu / sejarah tidak akan mempunyai masa depan kerana masa depan hanya dimiliki oleh generasi yang belajar daripada sejarah mereka untuk menjadi lebih baik.

Dengan memiliki nama Republik Sabah Borneo Utara / Republic of Sabah North Borneo, kita mampu menjadi Bangsa yang lebih baik hasil daripada proses perkembangan sejarah yang kita lalui selama ini. SIMANGGANG (Sarawak), September 27. - The deposed Chief Minister of Sarawak, Dato Stephen Kalong Ningkan, plans to fight an anti-Malaysia campaign in the next general election unless the Central Government in Kuala Lumpur concedes greater powers of local autonomy to Sarawak.


Dato Ningkan will ask the Central Government to hand over to the State Government constitutional control over information and broadcasting and customs. If the Central Government refuses, he will call for Sarawak's secession from Malaysia and fight a "Sarawak for Sarawakians" campaign in the next general election.

Such a tactic is bound to cause embarrassment and anger in Kuala Lumpur. The Malaysian Government is committed, by the terms of its settlement with Indonesian to holding general election in Sarawak to demonstrate the State willingness to remain within the Malaysian Federation.

Most independent observers in Sarawak believe that Dato Ningkan's Sarawak National Party (SNAP) with the support of the predominantly Chinese Sarawak United People's party (SUPP) would now win comfortably a free election in Sarawak.

Dato Ningkan, a fiery Iban with a taste and talent for political infighting. Is now stumping the rugged Second Division of Sarawak, his tribal home territory, urging his supporters to resist "Domination from Kuala Lumpur."

British forces are now withdrawing from Sarawak, the Malaysian State which "bore" the main brunt of Indonesian confrontation during the past three years. The 4th Batallion, Royal Australian Regiment, which ---- missing note---- have accessed Britain of refusing to honor economic and financial commitments in order to pressure Malaysia into better relation with Singapore. British diplomat and expatriate British civil servants in Sarawak have been accused of "interfering" in the present political crisis in Sarawak.

Shortly after being sworn in as new Chief Minister last Saturday, Penghulu Tawi Sli Gooma, leader of the Alliance Coalition in Sarawak, issued an official statement alleging diplomatic interference.

He said: "During the recent crisis some diplomatic personnel seem to have been extraordinarily active, and I have been informed that they take sides in our internal politic affairs. I am writing immediately to the Minister of External Affairs, asking them the particulars of some diplomatic personnel in Sarawak with the idea of finding out whether any of them was involved in the crisis."

Britain and the United States are the only two countries consulates in Kuching. One British consular official was personally named by  an Alliance backbench speaker in last week's debate in Kuala Lumpur on the emergency amendment to the Federal Constitution extending the powers of the Governor of Sarawak.

This correspondent can find no evidence of British interference in local politics. Most consular official and expatriate civil servants have been extremely reticent during the past week. Many have refused to talk to correspondents. Those who have agreed to talk privacy to me have expressed their belief in the continuing stability of Malaysia.

With the installation of the new Alliance Government in Sarawak, the political contest in Sarawak has now moved to the provinces. The new Chief Minister (Penghulu Tawi Bil) plans to tour the Upper Rajang area next week end rallying supports in the Third Division.

The deposed Chief Minister, Dato Ningkan, now touring the Second Division plans to force meeting of the divisional advisory councils - the second was in the indirect electoral system when formed the present parliament.

He claims to control at least four of the five divisional advisory councils and to have the necessary two thirds majorities to force the councils to meet.

His supporters in the divisional councils are now being asked to swear affidavits declaring no confidence in their present Alliance representatives and demanding a general election.

The divisional advisory councils have no constitutional power to force a general election. But an adverse vote for the new State Government in the divisional councils would be a psychological victory for Dato Ningkan.

Here, in the heart of the Second Division, independent observers say that the Dayak longhouses are solid in their support for Dato Ningkan who is now seen by increasing numbers of Ibans and Dayak, as the leader of a patriotic fight for the yet undefined caused of Sarawak nationalism.

Bahasa English dan Bahasa Sabah adalah subjek yang wajib diambil untuk semua murid kerana ia adalah bahasa kebangsaan dan rasmi Negara Republik.

Bahasa Sabah adalah Bahasa yang telah menjadi pertuturan harian Sabahan dengan dialek tersendiri. Ia adalah hasil daripada asimilasi Bahasa melayu, Indonesia dan Sabahan itu sendiri yang melahirkan Bahasa Sabah yang unik.

Sistem meritokrasi akan menjadi teras didalam sistem pendidikan Republik kerana kita perlu melahirkan golongan ilmuan yang akan membantu membangunkan Negara Republik.

Kolej Vokasional yang memfokuskan kepada kemahiran teknikal akan diberikan perhatian utama bagi melahirkan lebih banyak golongan yang berkemahiran tinggi. Ini kerana mereka yang memiliki sijil kemahiran ini sahaja yang layak melakukan pekerjaan teknikal. Ini adalah untuk mewujudkan standard umum yang selari dengan standard antarabangsa.

Institut Bahasa dan Kesasteraan Republik Sabah Borneo Utara akan diberikan tanggungjawab untuk mengemaskini Bahasa Sabah agar dapat disejajarkan penggunaan Bahasa Kebangsaan di semua peringkat Pendidikan Negara Republik Sabah Borneo Utara.

Informasi ini akan dikemaskini dari masa ke semasa bagi menambah input tambahan bagi rujukan bersama.


Usaha untuk menyelamatkan 'persekutuan malaysia' telah diusahakan sejak 'terbentuknya malaysia' namun selama usaha itu dilakukan, malaya tidak pernah berusaha untuk memainkan peranannya untuk menyelamatkan 'persekutuan malaysia' yang 'dianggotai' oleh Negara Sabah, Negara Sarawak dan Negara Singapura.

Ini telah mengakibatkan berlakunya Perpisahan Singapore daripada 'persekutuan malaysia'.

Disangka keadaan itu akan membuatkan malaya menghargai Negara Sabah dan Negara Sarawak sebaliknya penindasan, penganiayaan yang lebih serius telah dilakukan oleh mereka.

Penyerahan hak pemilikan sumber minyak dan gas dilakukan kerana wujud tekanan dan ancaman politik.

Dasar kabotaj diwujudkan bagi kepentingan perkapalan malaya yang mengakibatkan wujud perbezaan kemajuan dan perkembangan ekonomi diantara malaya dan Borneo.

Campur tangan politik yang tidak berkesudahan malah ingin merampas kuasa politik Bangsa Negara Sabah dan Bangsa Negara Sarawak melalui pelebaran jentera politik mereka ke Borneo.

Sehingga sekarang, usaha untuk mengukuhkan ketuanan melayu malaya masih giat dilakukan keatas Borneo. 

Segala-gala yang dilakukan oleh malaya sebenarnya adalah bermotifkan politik untuk melembabkan segala perkembangan sosial, ekonomi dan politik agar wujud kebergantungan terhadap malaya dalam semua hal.

Jawatankuasa demi jawatankuasa untuk 'mengkaji perjanjian malaysia' dilakukan namun ia sentiasa menemui kegagalan kerana malaya ingin memberikan keutamaan kepada aspek yang mempunyai kepentingan mereka.

Melalui sindrom kebergantungan, manipulasi politik akan mudah dijayakan.

Perjuangan pemimpin-pemimpin Negara Sabah yang ingin menyelamatkan malaysia nampaknya menemui kegagalan kerana pihak malaya sendiri yang enggan untuk menyelamatkannya.

Jikalau pihak mereka sendiri yang tidak ingin menyelematkannya, mengapa kita pula yang terhegeh-hegeh ingin menyelamatkannya.

Penemuan hasil daripada kajian tentang perjanjian malaysia telah membuka mata Sabahan bahawa sememangnya perjanjian malaysia adalah tidak sah dan terbatal sejak dahulu lagi.

Maka itu, atas sebab apakah lagi untuk Bangsa Negara Sabah meneruskan 'persekutuan' ini yang sebenarnya merupakan 'penjajahan' seperti mana yang diakui oleh pegawai-pegawai British yang jelas direkodkan didalam dokumen-dokumen mereka?

Wujud usaha untuk melakukan perjanjian malaysia baru yang mampu memenuhi aspirasi rakyat yang selama ini disajikan sejak tahun 1963 namun semua usaha itu gagal sepenuhnya.

Segala yang menjadi milik Sabah seperti mana yang tertera didalam 'perlembagaan' telah begitu mudah mereka langgar dan tidak mematuhinya sehingga sekarang, dan inikah persekutuan yang ingin anda selamatkan?

Tindakan pihak kami memilih untuk memerdekakan Negara Sabah untuk menjadi Negara Merdeka, Negara Republik Sabah Borneo Utara adalah disusuli dengan justifikasi yang kukuh malah jauh lebih kuat lagi berbanding dengan alasan perpisahan yang diberikan oleh Singapura.

Jangan salahkan pihak kami kerana perjuangan RSNB ini tidak akan wujud jikalau malaya tidak menindas, menganiaya dan menjajah secara sosial, ekonomi dan politik. Keputusan yang berat ini dilakukan apabila persefahaman dikecapi bersama selepas melalui perbincang demi perbincangan dilakukan dikalangan Sabahan yang terdiri daripada golongan berpendidikan, professional dan rakyat biasa.

Keputusan sudah dimuktamadkan.

Apa yang boleh menghalang perjuangan ini hanyalah rakyat Negara Sabah sendiri dan bukan malaya.

Atas sebab itulah RSNB telah melancarkan kempen kesedaran bagi memberikan kesedaran secara menyeluruh agar melalui pengetahuan ini, sokongan kuat akan diberikan bagi membolehkan proses perpisahan daripada persekutuan ini dilakukan secara aman dan demokrasi.

Berjuang didalam negara sangat kritikal dan ia merupakan tunjang kepada pergerakan diluar negara. Walau bagaimanapun, wujud kelemahan yang serius apabila perjuangan itu hanya berlandaskan kepada gerakan dalaman sahaja.

Ini kerana gerakan didalam negara senang disekat dan ditutup daripada liputan media antarabangsa. Ini sekaligus akan mematikan pergerakan yang membawa pembebasan daripada kesengsaraan penindasan sosial, ekonomi dan politik yang dilakukan oleh sang penjajah.

Gerakan diluar negara merupakan nadi untuk memastikan kelangsungan perjuangan didalam negara tidak akan terhenti.

Ini kerana gerakan diluar negara ini akan menjadi agen pemangkin dan perhubungan untuk membawa masyarakat antarabangsa untuk mengecam tindakan kerajaan sang penjajah.

Melalui perhubungan diplomasi yang diwujudkan dengan masyarakat antarabangsa, keberangkalian tekanan politik dikenakan keatas kerajaan penjajah ini akan mampu melemahkan pengaruh mereka diperingkat antarabangsa yang seterusnya membantu untuk menguatkan gerakan didalam negara.

Suntikan semangat dan bantuan teknikal dalam aspek mengurus tadbir organisasi, menyebarkan kebenaran, menyemarakkan kebangkitan rakyat dan bermacam-macam lagi adalah antara peranan penting yang dimainkan oleh gerakan diluar negara.

Kedua-dua gerakan didalam dan diluar negara ini adalah sangat penting dan saling bergantungan diantara satu sama lain.

In representational terms, the film is a rare and valuable record of the development, industries, and customs of the local communities, showing local sites (such as the Padas River and the Darvel Bay tobacco estates) and in particular, the relationship between the local -- as workers, convicts and at leisure -- and the colonial administrators. 

As a film sponsored by the British North Borneo Company, it promotes the company's administration and seeks to encourage further investment. This is achieved first through the film's emphasis on travel -- following the expedition by train, and across the river -- which affirms an ideology of colonial exploration, adventure and discovery and encourages the viewer to identify with those developing the country. 

Secondly, the film shows the social work of the company -- reports noted its role in bringing peace and order and it is shown, for example, providing food to convicts -- and thirdly, it emphasises the commercial possibilities and ongoing development within the area. The varied industries of the region are shown, including rubber, tobacco and manganese, and this chimes with both the company's own emphasis on increasing the export trade, and with the broader imperial rhetoric of increased productivity within the colonies.

The British North Borneo Company evidently recognised the pedagogical and commercial value of film in promoting the company's development plans and in generating further investment. Indeed the company's engagement with film is an early example of a colonial administration using film, not only as a tool for imperial governance, but effectively as advertising, as a means of encouraging direct investment from the viewer.

KUALA LUMPUR: Datuk Azis Jamman (Warisan-Sepanggar) told Parliament he was summoned by the police over a speech he made recently.

In his speech in Parliament, he claimed there were growing calls for Sabah to secede from Malaysia.

The former deputy home minister also said he was disappointed that he was summoned by the police, merely because his speech touched on the rights of Sabahans.

"I have been told that this matter is being investigated and I do not know whether I will be charged or not, but I stand with whatever I mentioned in Parliament previously.


"For the aspirations of Sabahans, we will continue our fight and voice out any issues that we think are unfair, including allocations for Sabah," said Azis during his speech in Parliament on Tuesday (Nov 23).

Azis also hoped for an explanation from the government regarding the probe against him.

"What I was told, other MPs also expressed similar sentiments, and surprisingly, only I have been called and investigated."

In Parliament on Nov 9, Azis warned that there were growing calls for Sabah to secede from Malaysia due to alleged unfair allocations to the state under Budget 2022.

During the same session, Datuk Seri Jeffrey Kitingan (PN-Keningau), who's also Sabah STAR president, said that about 60% of East Malaysians wanted Sabah and Sarawak to secede.

MPs have the legal immunity to speak in Dewan Rakyat, however, the immunity does not apply to cases involving the Sedition Act 1948.

KENYATAAN MEDIA AHLI PARLIMEN SEPANGGAR

1. Hari ini saya telah dipanggil oleh PDRM Bukit Aman dan telah disoal siasat hampir 1 jam di Blok Ahli Parlimen dan Pentadbiran, Parlimen.

2. Saya dimaklumkan oleh pegawai penyiasat bahawa saya dipanggil untuk disoal siasat kerana ucapan saya semasa perbahasan belanjawan pada 9 November 2021 yang lepas menyentuh tentang perjanjian Malaysia 1963 serta layanan dan ketidak-adilan pembahagian peruntukan terhadap negeri Sabah.

3. Sejak bilakah memperjuangkan hak-hak yang terkandung didalam perjanjian Malaysia 1963 dan perkara-perkara yang mempunyai kepentingan terhadap negeri Sabah telah menjadi satu kesalahan jenayah apabila kami sebagai rakyat negeri Sabah bersuara mengenainya.

4. Menjadi persoalan juga, kenapa hanya saya seorang Ahli Parlimen pembangkang yang dipanggil untuk disiasat sedangkan terdapat ahli-ahli Parlimen kerajaan lain dari negeri Sabah yang telah bersuara dan berbahas perkara yang sama semasa perbahasan belanjawan minggu lepas. 

5. Saya amat kesal dengan tindakan yang telah diambil kerana ini jelas melanggar hak kebebasan bersuara dan imuniti saya selaku Ahli Parlimen seperti yang termaktub didalam perlembagaan Malaysia untuk bersuara apalagi saya disiasat kerana ucapan perbahasan saya itu di dalam Dewan Rakyat. 

6. Tindakan Polis menyiasat Ahli Parlimen seperti ini jelas boleh mencemarkan institusi Parlimen dan seolah-olah menghalang ahli-ahli parlimen bersuara. Kami dipilih oleh rakyat untuk membawa isu dan suara mereka di Parlimen. Jika ucapan dan berbahas di Parlimen juga pihak Polis siasat. Dimana lagi Ahli Parlimen boleh bersuara tentang hak dan kepentingan rakyat?

6. Saya akan terus bersuara dan menuntut hak-hak negeri Sabah kerana saya percaya ianya tidak melanggar sebarang undang-undang negara ini.

Sepanggar MP points out that state Deputy Chief Minister Datuk Seri Jeffrey Kitingan also talked about secession, as did many other leaders

KUALA LUMPUR – Surprised by police probing into his parliamentary debate speech, which allegedly touched on secession, Sepanggar MP Datuk Azis Jamman has questioned why he is the only one singled out by the authorities on the matter.

Stressing that he was only doing his job as a lawmaker in expressing the Sabah people’s sentiments over the “unfair” Budget 2022, Azis pointed out that Keningau MP Datuk Seri Jeffrey Kitingan had also made similar statements in his own parliamentary speech.

Azis, who is Warisan Youth chief, said his interrogation reeks of persecution against opposition MPs, adding that perhaps there is an attempt to silence MPs.

“I was quite surprised by the police calling me in for questioning. I was the only one being questioned,” he said at a press conference at the media gallery in the Parliament complex after his questioning by the police today.

“I was only expressing the voice and aspiration of the people in Sabah over the unfair budget.”

He said that he is uncertain if he will be prosecuted, but will stand by what he has said. 

“As I have said before, the Keningau MP had also said the same stuff and in fact much worse from what I have said before. It is not only the Keningau MP, but many Sabah leaders who were unhappy with the budget.

“Why is it only me? Is it because I am an opposition MP?” Azis asked.

“If MPs are now being probed for their word, does this mean we can no longer raise the aspiration and voice of the people in Parliament?" he told reporters.

Earlier, Bukit Aman officers had called Azis in for questioning over his speech that allegedly harboured claims of secession.

Azis also asked where else he can talk about such matters if not in Parliament.

He added that the move against him is a step backwards by the government and does not bode well for Malaysia’s democratic system.

In his budget debate on November 9, Azis had allegedly spoken about growing calls for Sabah to attain “independence” from Malaysia due to the unfair budget.

Speaking to The Vibes later, Azis maintained he did not mention secession.

A day before, Kitingan had claimed that 60% of East Malaysians are calling for Sabah and Sarawak to leave the federation as they are disappointed with the development funds allocated under Budget 2022.

Sabah and Sarawak Affairs Minister Datuk Seri Maximus Ongkili had chided East Malaysian MPs, saying they should mind their words so as not to imply Sabah is being colonised by Putrajaya.

Meanwhile, PKR’s Lembah Pantai MP Fahmi Fadzil and DAP’s Segambut MP Hannah Yeoh said the move by police to haul up MPs over their speeches infringes on the rights of parliamentarians to raise issues plaguing the people.

Fahmi said MPs should be allowed to talk as long as what they say does not violate the law, adding that he will bring this matter up in the Dewan Rakyat’s Commitee on Reforms for deliberation.

He also asked whether Azis had violated any law, given that the MPs’ right to express such matters comes under Section 124 of the Penal Code.

Yeoh said the episode should not have happened as Parliament is the only platform for MPs to freely raise the plight of the people, adding that it is not a place for them to be punished over what they say.

KUALA LUMPUR, Sabtu. - 9 August, 1965: suatu hari bersejarah dan hari pengumuman Tengku Abdul Rahman mengenai pemisahan Singapura yang menggemparkan seluroh ra'ayat Malaysia.

Hari ini, pengarang berita kumpulan akhbar2 Straits Times, Felix Abisheganaden yang menginterbiu segala tokoh2 yang bersangkutan dalam drama itu, melaporkan peristiwa2 yang membawa kapada perpisahan itu.

Tengku telah masok berbuat di-Landon Clinic pada hari Juma'at 25 June, hari terakhir sidang Perdana2 Menteri Commonwealth.

Sedang ia berbaring kata Tengku, fikiran-nya mela-yang kembali ka-tanah ayer dan masa'alah2 yang menghadapi Malaysia.

Banyak Masa

Banyak masa untok berfkir, kata Tengku lagi, walau pun ramai yang datang menziarahi-nya.

Sa-telah empat hari dihospital itu dan kesihatannya puleh. Tengku pun menchatitkan segala2 yang di-fikirkan-nya itu sa-chara mendalam.

Kata Tengku: "Saya telah menimbangkan burok baik-nya Singapura di-dalam Malaysia."

Tengku menunjukkan beberapa kajang kertass chata-tan-nya itu.

Sa-telah memperhitong segala perkara, nyata-nya keputusan-nya: "Demi ke-pentingan dan kesejahteraan Malaysia dan Singapura, le-beh baik-lah kedua negeri itu berpisah."

Tengku menchapai keputusan yang "menyayat hati" itu pada 29 June.

Pada hari itu juga di-Kuala Lumpur, Timbalan PM Tun Razak sedang bertemu dengan Perdana Menteri Singapura, Lee Kuan Yew, untok chuba menyelesaikan perselisehan.

Rundingan2 mereka itu "terang terang" tetapi ti-dak ada terchapai kemaju-an dalam usaha menyele-saikan sengketa antara Ke-rajaan2 Singapura dan Pu-sat.

Kedua2-nya pun memu-tuskan untok menunggu Tengku balek dari London.

Beritahu

Pada ketika itu juga di-London. bekas Menteri Pembangunan Negara Singapura. Tuan Lim Kim San berada di-London, Kata Tengku:

"Saya pun memberitahu-nya perasaan saya me-mengenai Singapura. Tidak ada siapa pun boleh mengatakan bahawa Kerajaan Singapura tidak di-beritahu awal2 akan perasaan kita itu."

Pada 1 July. ketika maseh dalam hospital, Tengku pun menulis surat kapada Tun Razak menyatakan perasa-an-nya itu dan meminta Tun Razak berunding de-ugan mennteri2 kanan.

Ayer mata Tengku mele-leh ketika ia menyerahkan surat itu kapada setiausaha peribadi-nya. Haji Nik Ha-san, untok di-poskan.

Pada 22 July, ketika bere-hat di-France, Tengku me-nerima surat jawapan dari Tun Razak.

Surat itu memberitahu Tengku bahawa Menteri2 kanan itu setuju penoh de-ngan Tengku bahawa Si-ngapura hendak-lah ber-pisah dari Maaysia.

Tiga hari kemudian-nya, pada 25 July, Tengku me-nulis balek kapada Tun Razak dan mengarahkan-nya supaya "meneruskan persiapan2 dari segi un-dang2 dan pindaan2 kapada Perlembagaan."

Tun Razak segera men-jawab dan memberitahu ia akan memanggil sidang pada 9 August.

Rang undang2

Rang undang2 untok meminda Perlembangaan, Tun Razak memberitahu Tengku, akan di-bentang-kan hari itu dan di-lulus-kan hari itu juga.

Tengku setuju dan me-ngumumkan ia akan balek ka-tanah ayer sa-minggu sa-belum sidang Parlemen.

Dengan tidak berlengah2 lagi, Tun Razak mengarah-kan Peguam Negara, Inche Kadir Yusof menggubal perjanjian pemisahan dan rang undang2 pindaan itu.

Ini telah di-lakukan oleh Inche Kadir sa-telah berunding dengan pehak2 berkenaan di-Singapura.

Dalam masa tukar menu-kar surat yang bersejarah dan perundingan2 rahsia itu, tidak ada sa-siapa pun di - Singapura memberi angin2 pepechahan yang bakal berlaku itu.

PAP di-Singapura terus dengan perjuangan Ma-laysian Malaysia-nya.

Pemimpin2 Perikatan membalas kenyataan2 PAP, terutama Menteri Penerangan dan Penyiaran, Inche Senu bin Abdul Rahman.

Pada 28 July, Tun Razak terbang ka-Singapura dan menyeru Kerajaan Singapura "berbimbing tangan" dengan Kerajaan Pusat un-tok menjalankan rancha-ngan2 pembangunan bagi ra'ayat.

Lawatan itu merupakan usaha2 terakhir Tun Razak untok menyelesaikan seng-keta antara Kerajaan Si-ngapura dengan kerajaan Pusat.

Hingga ka-sa'at2 akhir itu pun pemimpin2 Singapura dan Malaysia maseh berharap bahawa dengan kembali-nya Tengku maka segala2-nya akan dapat di-atasi dan rang undang2 pindaan Perlembagaan itu tidak di-kirim kapada pen-chitak Kerajaan.

Tengku, dalam keadaan sihat dan riang gembira, tiba di-Singapura pada jam 3.50 dinihari 5 August dan menunggu-nya di-padang terbang ia-lah Tuan Lim Kim San.

Tuan Lee Kuan Yew, ketika itu berada di-Cameron High-lands.

Tengah hari esok-nya, Tengku terbang ka-Kuala Lumpur dan dalam sidang akhbar memberi-tahu ia akan menemui Tuan Lee.

Esok-nya, Juma'at 6 August, Tengku bertemu dengan Tun Razak, Dato Ismail, Tuan Tan Siew Sin dan Dato Sambanthan di-Residency.

Laporan

Laporan Tun Razak mengenai usaha2-nya untok berdamai de-ngan pemimpin2 Singapura te-lah di-binchangkan.

Tidak ada lagi jalan untok me-nyelesaikan sengketa itu.

Lewat malam itu, pemimpin2 Singapura pun di-beritahu akan keputusan berpisah itu.

Pada 7 August, Dato Dr.Ismail pun menulis surat kapada Pesurohjaya Polis Singapura, Tuan John le Cain:

"Dengan ini saya memeren-tah Tuan mulai 1 August 1965 supaya menerima perentah2 dari Tuan Lee Kuan Yew, Perdana Menteri Singapura untok mem-bolehkan ia menjalankan tang-gongjawab-nya bagi keselamatan dalam negeri Singapura."

Pada hari itu juga, Tengku mengarahkan Brigadier S.M.Alsagoff, Panglima Brigade ke-4 Tentera Persekutuan di-Singa-pura:

"Sepeninggalan Tun, saya me-ngambil tanggongjawab penoh untok memberi perentah ini.

"Mulai 9 August 1965, tuan hendak-lah menerima perentah2 dari Tuan Lee Kuan Yew, PErdana Menteri Singapura kerana dari sekarang ia menguasai per-tahanan dan keselamatan Singapura.

"Perentah2 lain akan di-kirim selanjut-nya."

Menalipon

Pada jam 11.30 pagi, Dr.Goh Keng Swee manalipon pejabat Tengku untok mengator perte-muan antara Tuan Lee dan Tengku. Pertemuan itu pun di-ator.

Tuan Lee tiba di-Residency dengan motokar pada jam 12.30 tengah hari. Bersama Tengku ketika itu ia-lah Tun Razak, Dato Ismail, Tuan Tan Siew Sin dan Dato Sambanthan.

Tuan Lee mula-nya minta bertemu dengan Tengku saja dulu dan mereka pun masok ka-bilek lain. Mereka berunding sa-la-ma 30 minit.

Sa-telah keluar, Tengku me-minta kertas dan atas permin-taan Tuan Lee menulis sa-puchok surat kapada Dr.Toh Chin Chye, Timbalan PM Singapura. 

Kata Tengku: "Tuan Lee meminta saya menulis sa-berapa rengkas yang boleh. Itu-lah se-bab-nya saya tidak menjelaskan maksud chakap saya manakala saya memberitahu Dr.Toh sa-perti berikut:

"....Kalau saya chukop kuat dan dapat menguasai keadaan sa-penoh-nya, mungkin saya dapat melambatkan tindakan, te-tapi saya tidak..."

Menurut Tengku, Tuan Lee memberitahu-nya bahawa Dr.Toh dan Tuan S.Rajaratnam (bekas Menteri kebudayaan) tidak setuju dengan pemisa-han Singapura dan mereka enggan menandatangani per-janjian pemisahan.

Tuan Lee memberi jaminan bahawa dengan surat Tengku itu, maka Dr. Toh dan Tuan Rajaratnam akan menandatangani perjanjian pemisahan itu.

"Itu-lah sebab-nya saya me-nulis surat itu," Tengku men-jelaskan.

Terima surat

Satelah menerima surat itu, Tuan Lee meminta Tengku memberikan sa-buah kapalter-bang Angkatan Udara di-Raja Malaysia untok kegunaan-nya. Kata-nya ia akan mendapat-kan tandatangan Menteri-nya dan memulangkan perjanjian itu melalui setiausaha-nya hari itu juga. Tengku bersetuju.

Pada hari Ahad perjanjian itu, lengkap dengan tandata-ngan semua Menteri2 Singapura pun di-kembalikan ka-pada Tengku, pada sa-belah pagi-nya.

Pada jam 10 pagi, Majlis tertinggi Perikatan bersidang.

Salepas sidang itu, pada jam 11.05 pagi, Menteri2 Besar dan ketua2 Menteri berkumpul da-lam sa-buah belek jawatan-kuasa di-Dewan Tengku Abdul Rahman.

Tengku pun mengumumkan pemisahan Singapura dari Malaysia dan memberi kete-rangan mengenai perjanjian itu serta rang undang2 yang akan di-bentangkan kapada Parlemen esok-nya.

Sapanjang hari Ahad itu, Pesurohjaya Tinggi British, Lord Head berkali2 chuba menghubungi Tengku tetapi tidak berhasil.

Beliau di-beritahu bahawa pada malam itu, Menteri2 akan menghadhiri satu majlis jamuan. Beliau perge ka-majlis itu lalu berchakap dengan Tun Razak.

Lord Head datang ka-majlis jamuan itu tanpa di-undang kerana hendak berchakan de-ngan Tun Razak.

Ketua Menteri Sabah Tuan Peter Lo yang tidak sempat hadhir sidang Majlis Tertinggi Perikatan tiba pada jam 11.15 malam.

Sa-buah motorkar kerajaan menunggu-nya di-padang ter-bang dan membawa-nya ka-majlis jamuan.
Tun Razak pun memberita-hu-nya akan keputusan memi-sahkan Singapura.

Kata Tuan Lo: "Saya terke-jut sekali dan hampir2 tak perchaya...."

Sejurus salepas tengah ma-malam, beliau menalipon Men-teri2-nya di-Sabah atas hal itu. Mereka memberi kuasa penoh kapada-nya untok "membuat apa saja yang di-fikirkan baik sa-kali."

Pada hari Ithnin 9 August, jam 8.45 pagi, Lord Head da-tang ka-Residency dan mera-yu2 kapada Tengku supaya menanggohkan keputusan itu "sakurang2-nya sa-hari."

Beliau menyampaikan ka-pada Tengku satu perutusan dari Perdana Menteri British, Tuan Harold Wilson yang me-nyatakan perasaan "keham-paan amat sangat" atas hal itu.

Tengku memberitahu Lord Head bahawa segala2-nya telah selesai." Tidak ada apa satu pun yang boleh mengubah ke-putusan kami."

Lord Head kemudian menarek diri dari Residency.

Pada jam 9.15 pagi, Pesuroh-Jaya Tinggi Australia, Tuan Tom Crithchley pula menemui Tengku.

Beliau juga merayu kapada Tengku supaya menanggohkan keputusan itu, tetapi ia juga tidak berjaya.
Berkumpul

Pada jam 9.30 pagi, semua ahli2 Parlemen Perikatan ber-kumpul di-bilek Jawatankuasa nombor satu bangunan Parle-men.

Tengku pun memberitahu mereka keputusan yang telah di-ambil mengenai Singapura. Mereka harus mengundi un-tok menjaminkan kelulusan undi dua pertiga sa-bagaimana di-perlukan menurut Perlem-bagaan.

Tengku menyeru pemimpin2 Sabah dan Sarawak supaya menyokong rang undang2 pin-daan Perlembagaan itu.

Tanpa sokongan mereka, Kerajaan tentu tidak mendapat kelulusan rang undang2 itu.

Ketika locheng permulaan sidang Dewan Ra'ayat berbunyi pada jam 10 pagi itu, maka di-Singapura Tuan Lee Kuan Yew mengumumkan pe-misahan Singapura dari Malaysia.

Rang undang2 itu di-debat dalam Dewan Ra'ayat dan lulus dengan 126 undi. Tidak ada yang menentang.

Meluluskan

Sidang tergempar Dewan negara pada tengah hari itu meluluskan juga rang undang2 pindaan Perlembagaan itu sa-telah berdebat selama dua jam.

Dalam satu sidang akhbar di-Singapura, Tuan Lee berkata Kerajaan-nya akan bekerjasa-ma dengan Kerajaan Pusat.

Di-Kuala Lumpur, Tengku menyatakan harapan bahawa Singapura akan mengechap keamanan, kesejahteraan dan kema'amoran.

Kata Tengku: "Kita sedia menolong saberapa yang boleh Saya yakin bahawa dalam berbedzaan kita akan bersua dengan titek2 pertemuan dan seterus-nya menchapai per-paduan. Sebagaimana kata pepetah: kalau jauh, berbau wangi..."

A call for re-study of Sabah ties with Malaysia

JESSELTON, Monday. The United National Pasokmomogun Kadazan Organisation (Upko), headed  by the Minister for Sabah Affairs and Civil Defence, Dato Donald Stephens, today called for a reexamination of arrangements made in respect of Sabah's entry into Malaysia in view of Singapore's separation from the federation.

A statement issued by the party, following last night's national council meeting, said a six-man standing committee had been appointed to carry out this reexamination.

The Upko national council expressed "grave concern" over the Central Government's future relations with Sabah "since Sabah was not consulted before the irrevocable decision was taken to separate Singapore from Malaysia" and since the party believed that Sabah's was very closely linked with that of other malaysian States and Singapore.

Implication

The statement added: "Deep regret was expressed at the way Sabah was treated and the feeling was unanimous that as one of four component parts whch got together to form Malaysia, Sabah had every right to be consulted before such a far-reaching decision was taken."

The council last night considered the implications of Singapore's separation. Dato Stephens, who presided over the meeting, gave a full account of what transpired in Kuala Lumpur in connection with the decision.

Dato Stephens offered to resign from the party's leadership but the council felt he was "in no way to be blamed for what had happened," neither was the State Government.
